Pullman Public Records by Custodian

Open access depends on the record, not just the person named in it. A web index may expose names and filing facts while withholding the underlying image. Other systems offer inspection at no charge but assess a fee for copies or certification. Recent vital certificates, sealed cases, protected addresses and sensitive police facts have narrower access.

Voter information uses its own disclosure rules and personal VoteWA access. The detailed distinction between an individual lookup and a requested voter list appears in Pullman voter registration records. Court files also follow GR 31 rather than the Washington Public Records Act, so an agency request cannot bypass a court restriction.

Pullman Records Span Two Cities

Pullman is Whitman County's largest city, but Colfax is the county seat about 16 miles north. That fact controls where many requests go. The Pullman City Clerk coordinates city-created administrative records. Pullman Police handles its own releasable incident and collision reports. County deeds, marriage licenses, assessment rolls, elections and Superior Court files do not move to city custody because the subject lives in Pullman.

A rural property can carry a Pullman mailing address without being inside city limits. Check the parcel and jurisdiction before asking for a permit. City permit logs can identify an owner, contractor, address, legal description and project, while a site beyond the boundary may belong with Whitman County planning. WSU Police records also do not come from Pullman Police.

Auditor Indexes for Pullman Records

The Whitman County Auditor recording office keeps deeds, deeds of trust, liens, releases, plats and marriage records. Its EagleWeb notice says indexes and images cover documents recorded since January 1, 1980. County instructions separately say documents before 1982 are not online. Treat 1980 through 1981 as an unresolved coverage edge and ask the recording desk rather than assuming an absent result means no filing exists.

The coverage banner and search modes show why the index is a finding aid, not proof that every document image is freely open.

For older material, inspect digitally at the Auditor counter, use the State Archives Eastern Regional Branch in Cheney, or request a deputy search. The deputy needs grantor or grantee, an abbreviated legal description and a five-year range. Research lists $8 per hour plus $1 for each printed page.

Pullman Transfer Affidavit Search

REETSifter answers a narrower property question. It searches real-estate excise affidavits by statement number, parcel number, grantor, grantee, street address and optional date range. A result's View control opens the affidavit image. This differs from EagleWeb's recorded-instrument index and TaxSifter's current assessment roll.

The county's REETSifter search form exposes all six routes.

Those party, parcel and address fields make the affidavit system useful when one identifier is missing or a deed-chain name has changed.

Pullman Court Records and Files

Pullman has a branch of Whitman County District Court at 325 SE Paradise Street, not a verified separate municipal court. It handles misdemeanors, infractions, protection petitions, name changes, warrants, and civil or small-claims matters within its jurisdiction. Requests may be emailed to district.court@whitmancounty.gov, faxed to the Pullman branch, or mailed or delivered to the court.

Whitman County Superior Court uses Odyssey Portal. Search by case number or party name, then narrow with first or middle name, Whitman location, case type, status or filing dates when available. Anonymous access can show case number, court, title, type, filing date, status, parties, events and docket descriptions. It does not supply documents. Ask the County Clerk for the official file.

Viewing at the Clerk is free. Give at least 24 hours' notice for a file more than ten years old in the secure vault. The fee schedule effective June 11, 2026 lists ordinary copies at $0.50 per page, certification at $5 for the first page plus $1 for each added page, and a flexible record search at up to $30 per hour.

Pullman Property Records by Place

The Whitman County Assessor's TaxSifter supports owner name, situs address and parcel or account number searches. Situs means the physical site. A taxpayer mailing address is where notices go, which may be a post office box, agent or different residence. The legal description identifies land apart from a street name. MapSifter adds parcel-map context, but county guidance directs users to TaxSifter for current parcel data.

A stable path runs from an address to TaxSifter, then from the parcel number or legal description to EagleWeb and REETSifter. That path survives many owner-name and street-address changes. It does not prove who occupies a property because a deed shows a transfer interest, while a tax mailing address may identify someone elsewhere.

Whitman County's September 2025 valuation notice also separates rural Pullman physical inspections from statistical updates in city neighborhoods. That distinction reinforces the need to verify the city boundary before requesting planning or permit records.

Pullman Vital Records Access

Washington vital products are not all equally open. The Department of Health and local health jurisdictions hold birth and death certificates from July 1, 1907 forward. Whitman County Auditor handles local marriage records, while DOH supplies marriage and divorce certificates from 1968. A divorce certificate confirms the event; pleadings and the decree come from the Superior Court Clerk.

The form index helps avoid ordering a certificate when an informational or archival copy better fits the purpose.

Anyone may order a noncertified informational birth copy or short-form death copy, but it is watermarked and cannot serve a legal purpose. Certified birth and death products require identity, a qualifying relationship and proof. The DOH base fee is a nonrefundable $25, with added channel fees for some phone, online and in-person orders. Chapter 70.58A RCW sends birth records to archives after 100 years and death, marriage and divorce records after 25 years.

Whitman marriage images from 1872 through 2002 are indexed in Washington Digital Archives. For a new marriage, request the certified white copy from the Auditor because delivery to DOH may take up to five months.

Pullman Custody and Police Records

Pullman Police routes report copies through its records channel and offers free, appointment-only inspection of one's own department record Tuesday through Friday, 7 a.m. to 5 p.m. That inspection is not the full case file and provides no copies. Active-investigation facts, victim or witness details, juvenile material and sensitive identifiers may be withheld or redacted.

The Whitman County Jail listing separates current and released bookings and updates about every ten minutes. Entries may include name, age, booking number, booked time, alleged offenses, warrant and bond facts, court and projected release. Since February 2024, one person can have several booking numbers for concurrent causes. An arrest or detention is not a conviction.

Washington DOC searches state custody by first name, last name or DOC number. The statewide offender site and VINE answer different safety and notification questions. None is a full criminal-history file, and none permits contact or harassment.

Pullman Public Records Office Routes

Use the city desk for city-created files and the Colfax offices for the county systems. Calling first can confirm whether a counter visit, email request or portal search is the shortest route, especially for an old volume or certified copy.

The Auditor recording counter is open 9 a.m. to noon and 1 to 4:15 p.m.; recording and marriage issuance end at 3:30. City Clerk hours are Monday through Friday, 8 a.m. to 5 p.m.

Index

A catalog of names, dates and filing identifiers that points to a record.

A scan of the underlying filed document, which may require registration or a copy request.

Request Pullman Public Records Properly

The Washington Public Records Act, chapter 42.56 RCW, applies to identifiable state and local agency records. Within five business days, an agency must produce the record, acknowledge the request and give an estimate, seek clarification, or deny it with reasons. That is the initial response deadline, not a promise that production will finish in five days.

1. Identify the custodian. Separate city, county, court and state files before drafting the request.
2. Check the published index. Record a parcel, case, instrument or report number if one appears.
3. Describe a record, not a question. Give the subject, address, record type, department and a useful date span.
4. Ask for electronic inspection or copies and a cost estimate. Keep the confirmation and any installment schedule.
5. Respond to clarification. If material is withheld, review the cited exemption and use the agency review, Attorney General guidance or judicial route that applies.

Inspection is free. When an agency uses the statutory default rather than its own actual-cost schedule, RCW 42.56.120 allows $0.15 per photocopied page, $0.10 per scanned page, $0.05 per four electronic files, and $0.10 per gigabyte sent. Deposits up to ten percent and installment charges may apply. Pullman separately lists free web-posted agendas and minutes, a $5 CD or DVD, and possible actual customized-service costs for qualifying large requests.
